There are apparently some PHP alternatives, so i guess it would make sense to use that. The problem is that the Ubuntu distribution you're probably using has the official GD library instead of the 'bundled' GD. The official library on Ubuntu since Jaunty (i think) for some reason is incomplete and lacks the imagerotate() function. I've had this problem with Drupal 6, too. This is not a bug on WP’s part.
